Mayor Ceyhun Kırok: “We Will Continue to Fulfill Our Promises and Fight for the Personal Rights of Our Employees”
The second Collective Bargaining Agreement (CBA) regulating the personal rights of employees and the security of personnel at risk was signed between the Public Workers Union (Kamu-İş) and Çatalköy-Esentepe Municipality. The process, which was completed through consensus and dialogue between the parties, was crowned with the message that “a culture of consensus, not conflict, has won.”
The signing ceremony, which took place with the participation of Kamu-İş President Ahmet Serdaroğlu and Çatalköy-Esentepe Mayor Ceyhun Kırok, was also attended by union executives and municipality union representatives. Kırok: “Standing by Labor is Our Most Fundamental Responsibility”
Speaking at the signing ceremony, Çatalköy-Esentepe Mayor Ceyhun Kırok emphasized that the relationship they have established with employees since they took office is based on respect for labor and keeping promises. “From the very first day we took office, we aimed to improve the personal rights of our employees and enable them to look to the future with more confidence,” said Kırok, stating that they have brought the employees’ rights to a livable level without financially burdening the municipality. Mayor Kırok also stated that significant financial burdens from the past have been eliminated, sharing the following information:
“All past personal rights investments and insurance debts, including the 21 million TL Provident Fund debt, have been settled. Previously installment-based tax debts have also been completely paid off. This is a very important step for our employees.”
GOOD NEWS FOR EMPLOYEES: STAFFING AND ADJUSTMENT IN 2026
Mayor Kırok also announced that they have given employees important good news with the temporary clauses added to the new collective bargaining agreement.

“Our employees who were hired by Esentepe Municipality before 2022 and remained at Salary Scale 1 will have their adjustments made and will be placed in their positions as of the first month of 2026 with this agreement. This is a long-awaited and well-deserved arrangement.” “THIS SUCCESS IS THE PRODUCT OF COMPROMISE AND SACRIFICE”
Emphasizing that the achievements were the result of long and constructive negotiations in which both sides made sacrifices, Mayor Kırok thanked Public-Labor Union President Ahmet Serdaroğlu and the union management. “In our understanding, there is no conflict, only dialogue. While protecting the rights of our employees, we also consider the sustainability of our municipality. We have kept our promises, and we will continue to do so. We will continue to work resolutely for the personal rights of our employees,” he said.
